5060. Water reclamation plants in Singapore.

Environmental impact assessment (EIA) study clears way for third Changi Newater factory.
Construction of facility will begin in 2024 and expected completion in 2026.
Will produce up to 50 million gallons of Newater per day, said PUB.

This factory will join two existing ones at the Changi Water Reclamation Plant (WRP).
Currently, five Newater factories - two in Changi (started op in 2008) and one each in Bedok, Ulu Pandan and Kranji.

Bedok factory 18 million gallons. Two Changi WRP - 50 million gallons.

EIA focus on the impact of emerging contaminants of marine life. These include compounds in pharmaceuticals, pesticides, personal products and various industrial chemicals. Example is dipropylene-glycol used in fragrances or 6PPD, an industrial chemical used in the manufacture of rubber tyres.

Excess treatment effluent from the WRP discharged into the sea. Excess nitrogen and phosphate level would cause algae bloom which would starve the seawater of oxygen and kill marine species such as fish - risks were not significant. Water quality monitoring points showed no adverse impact of the WRP on water quality.

The report noted there is uncertainty over the specific compounds found in the discarded water from the reverse osmosis process.
