The government will set up a new Community Relations Unit to resolve serious neighbourly disputes related to noise or hoarding.

The officers of this new unit will issue a direction requiring neighbours to go for mediation, or install noise sensors in homes to collect data on the direction, timing and intensity of noise after obtaining consent from residents in the affected units.

Neighbourly behaviour includes:
1. Not smoking in common areas or near windows, balconies or other areas.

2. Keep common spaces clean and tidy

3. Keep noise levels down, esp at night.

Issues such as:
1. corridor clutter

2. littering at void decks

3. obstruction of pathways.

Promote considerate behavour among residents using

1. Painting murals around the neighbourhood. Heartland Kindness Mural (series) for viewing.
